An appeal from Com. Prachand, Chairman,
Communist Party of Nepal (Maoist) transmitted on People’s Republic of Nepal
Radio on 10th Anniversary of the Great People’s War
Dear masses of the people,
The great people’s war
which was initiated with the great aim to liberate Nepalese society from the
feudal and imperialist oppression and to create a new Nepal
has completed it's nine years and entered into tenth year from today. At
the outset, on the occasion of this historical day, I wish to extend my warm
greetings to all freedom and justice loving masses of the people of Nepal
and people living abroad on behalf of Communist Party of
Nepal (Maoist). The great People’s War of the people, cutting the roots of old
feudal state from the countryside, is passing through the final stage of
strategic offensive against the enemy. The best daughters and sons of Nepali
people have laid down their lives to bring this great People’s War to this
height which symbolizes new life style and banner of liberation for
the people of every class, caste, tribe, region and gender who were oppressed
in the past by the feudal brahmanical old state. On this occasion of
celebration of tenth anniversary of the People’s War, I extend my
battle salute and determined tribute to all martyrs on behalf
of the party, invincible People’s Liberation Army and New State which is
growing countrywide. I express my high admiration and pay heartfelt
tribute to the mothers, fathers and family members of those great
martyrs. On this occasion ,we consider that our party’s duty is to
repeat our firm determination and we don't let the banner of
people’s war go down in any condition as long as the goal of
complete victory of people and total destruction of enemy is not
accomplished. On behalf of great Nepalese people, I express my sincere
gratitude and salutation to Revolutionary Internationalist Movement, all the
revolutionary and freedom loving masses of people of the world who have with
the high level of consciousness and spirit that helped and supported the
great people’s war, an advanced vanguard against feudalism and
imperialism in the 21st century.
Beloved Nepalese mothers, fathers, brothers and sisters,
Today, our country is passing
through the most sensitive and painful chapter of history. This is the time of
rigorous birth pang for all of us when the People’s Democratic Republic is
taking shape. We are facing this birth pang as an essential historical law.
The dictatorial rule of king was imposed on Nepalese people in 2017 by
the feudal elements through military power, hijacking the
limited achievements of Nepalese people’s democratic struggle
which started in and around 2007 and thereafter as a protest
against the then Rana clan’s rule. Because of the plunder, corruption,
smuggling, killings and terror unleashed during thirty years
long royal family regime in the shape of Panchayat , the
country was pushed down to the level of world’s most impoverished and
vagabond country. Nepalese people fought for 30 years incessantly against
absolute feudal rule in the shape of Panchayat and expressed their mood against
feudalism and imperialism. But the democratic aspirations of Nepalese people
were left mid way like in 2007 because of the agreement taken place
with the palace leaving the process incomplete as there was a
dominance of reformist leadership.
In such a situation the fact was
clear in itself that through many conspiracies, the feudal palace and its
clique, who have successfully maintained traditional control over
country’s military force, were working to prepare ground to repeat 2017.
If a historical judgment is made about how from 2017 to 2046 the
reformist political parties did exhibit weakness of pro-negotiation and
about the absolute character of feudal forces controlling military
force, we can easily understand the harsh reality that
without the army, the people has nothing. By grasping firmly this very
historical hard truth, general people’s war was initiated under the leadership
of our party with a determined political will power in order to take
democratic struggle of Nepali people toward completion, in real sense of the
word. The people’s war, in the face of the horrifying disinformation
campaign, conspiracy and suppression by the enemies inside and outside
the country, has been developed as a gigantic and invincible force. It is so
because the People’s War has scientifically represented centuries old suppressed
feelings, aspirations and needs of Nepalese people. Anyone who is based on
objective political analysis could easily grasp the historical fact
that People’s War politics has come to the fore as an
alternative of reformist and compromised politics.
As for the limitations and weakness, Nepalese people’s
war is no exception as compared to any great revolutionary movement in the
history. The nine years people’s war, however, has itself clarified
the fact that its achievement are exceptionally of great
and of far reaching significance. It is a epoch – making triumph of
People’s War to develop a powerful People’s Liberation Army, equipping the
masses of the people by arms, by smashing the monopoly of feudal palace over
arms and military force . The complete destruction of dominance of oppressors
and usurpers from the entire countryside is another far reaching accomplishment
of nine years people’s war. The people’s war has achieved yet another epoch
making feat by dismantling the unilateral structure of governance based on
feudal Hindu chauvinism by granting the rights of
self-determination to the people of oppressed class, caste, region and gender
and by forming regional autonomous republican governments that work as a
prototype of Union of States and paving the way for the same with
Nepalese features and laid the foundation of new national unity. The most
significant feature of the peoples war has been the defence, application and
development of the Marxism-Leninism-Maoism, enriching it with the Nepalese
revolution’s new set of ideas in the 21st century, and, Nepalese people
have got worldwide recognisation as the great people who are making
their own future. Now, Nepal is no longer a birth place to mercenary
soldiers, rather it has been turned into the land of revolutionary heroes.
The imperialist and expansionist powers,
too, all over the world are involved in the process of intervention
against the People’ War because People’s war is delivering powerful message to
not only the people inside Nepal, but also to anti feudal and anti
imperialist and anti feudal people globally, to build up a people’s new
world order. It is well known to all of us that the military dictatorship of
the old feudal state have till today survived on the U.S. imperialist and
Indian expansionism’s financial, political and military aid. Had it not
received the military aid from imperialism and expansionism, the military
dictatorship of the feudal palace would have been the issue of history. The
truth is well known to one and all that the embarrassment caused by
the five years’ development of the People’s War in the camp of feudal
hardliners and imperialists-expansionists led them to the sinister conspiracy
to kill the entire family of King Virendra who was comparatively liberal
and patriotic. Subsequently, a coordinated attempt was made to systematically
defame and marginalise parliamentary reformist political parties and, at
the same time a campaign of brutal killings suppression and terror against real
democratic movement was unleashed. When the great Nepalese people, through the
People’s War carried forward the resistance against royal military terror, the
old feudal state by the notorious step of Asoj 18 in the past, enacting drama
of talks, has completed the process of feudal regression on Magh 19,
through the so called proclamation of Gyanendra Shahi. The political
events have clarified that so called royal proclamation of Magh 19 is just the
essential outcome of infamous Narayanhiti carnage, in a planned way.
It is worth remembering in this point that our party
on the basis of political analysis of palace carnage could clearly see
the present outcome at that very moment. After reaching this conclusion we had
appealed to all the parliamentary forces of country to forge a
broad alliance for constituent assembly and republicanism. The renowned
Siliguri meeting was our real initiation to move toward that course. However,
the main reformist political parties, neck deep as they were in immediate
self-interest of power game, were unable to grasp the far reaching political
significance of our call and initiation. Political parties, for their immediate
self-interest for power, consumed a lot of time competing with each
other simply to be helpful for the regressive motive of feudal
palace. Finally, so called royal proclamation of Magh 19 has not only proved
the senselessness of reformation in Nepal’s politics, it has also undermined
the collective decision of parliamentary political parties. In the changed
scenario our party, learning through the bitter experience of history, once
again seriously appeal to all the parliamentary parties for the unified
movement against feudal absolutism. We once again repeat our commitment to
jointly move ahead with all the forces, on the basis of common minimum goal of
constituent assembly and democratic republic. History will not spare us
if we are late to take the initiation in this crossroad
of time. I urge to all the pro people forces of the country to take
necessary initiative from their place in this historical opportunity to defend
Nepal and Nepalese people by taking the democracy to completion. It
is well known that our party had made an appeal in the past for
unconditional constituent assembly in order to complete the democracy and
expressed its readiness to talk to the ringleaders of old state. But, at
present, the possibility and rationality of talk with Gyanendra Shahi has
ended in the aftermath of murdering of achievements of 046 by him. With this, we
also appeal to the United Nations and international community to halt all
kinds of aids to the old feudal regime of Nepal which has
dared to impose medieval feudal rule even in 21st century. As a force leading
the people in entire countryside, our party calls upon all the donors of the
world to cut off the ties with the old regime and cooperate in the services of
people by establishing relation with the people. We would like to clarify,
through this appeal, that we are committed to the democratic values and
ready to cooperate with these countries and organizations.
Justice loving masses of the people,
This not the era 2017, rather it is
2061. Not only the water, but the blood of thousands of best sons and
daughters. too, has flown into the rivers of Nepal for the establishment of new
democratic Nepal in the 21st century. Through the price of
this very blood, the people’s powerful People’s Liberation Army has been
developed. The present step of Gyanendra Shahi is not the victory of feudalism,
rather it is a last desperation of the end of Gyanendra Shahi. No one now can
stop the birth of new democratic Nepal.
This is a final war against
feudal absolutism. Howsoever difficult and challenging it may be, victory of
the people is certain. Let us come and join unitedly to throw out the
feudalism, the main root responsible for the miserable condition of Nepal and
Nepalese, once and for all. Let us march forward, neutralizing the
disinformation and threat of enemy, to build up new democratic and progressive
Nepal to ensure the bright future of the future generation.
