On The Historical Significance Of  The

Coordinating Committee Of South Asian Maoist Parties & Organisations- COMPOSA.

Introduction:

The recently concluded Conference of COMPOSA attests to the growing unity and strength of the Maoist forces in South Asia. In this article, we would like to express our views concerning the historical significance of COMPOSA from the perspective of the South Asian revolutionary process, in the context of the development of the objective world situation.   

Perspective of a South Asian Revolutionary Process in the Context of the Global Crisis of Imperialism.

       COMPOSA corresponds to an objective necessity. It places a concrete perspective of a South Asian revolutionary process on the historical agenda. This perspective of a South Asian revolutionary process has its material basis in the organic linkages of the South Asian semi-feudal / semi-colonial political economy, dominated and determined by Imperialism.  These linkages impart a particular form of domination, exploitation and control which has regional dimensions.  While the individual states function independently in applying forms of rule and suppression internally, the counter-revolution is also organized regionally with close linkages in the program, apparatus and instruments of repression. The dynamic of regional revolution and counter-revolution is also fundamentally reinforced by the common factor of Indian hegemonism, backed by world imperialism, mainly US imperialism, which constitutes the common enemy of the oppressed nations and people of South Asia. COMPOSA has emerged as a response to this regional structure of semi-feudal/ semi-colonial- imperialist domination and suppression in the context of a new spiral of people’s democratic revolution and resistance in South Asia and throughout the world.  More concretely, the liberated base areas and the people’s democratic state power  exercised by the proletariat and the oppressed masses in Nepal under the leadership of the CPN-M has changed the political geography and revolutionary dynamics of South Asia. The irresistible advance of the Nepalese revolution imparts the logic of development of a South Asian revolutionary process. It makes such a regional-based revolutionary process possible and necessary. COMPOSA is organically linked to this new spiral of development of the South Asian revolution. It calls for the strategic perspective of coordinating and concentrating the revolutionary struggle in the region in the context of advancing the world revolution. It sets the stage for a renewed assertion of the scientific principles of Maoism and Communism and for establishing its ideological, political and military hegemony throughout the region - as did the flames of Naxalbari - but far more profoundly and decisively.  COMPOSA is already playing a critical role in building the unity and integrity of the South Asian New Democratic Revolution. The fact that there are tried and tested active Communist parties and Maoist groups united in and working with the RIM in the region is of critical significance. COMPOSA will serve to unite and form the regional vanguard detachment of the international proletariat in South Asia. COMPOSA will pave the way for establishing the hegemony of the proletariat and Maoism in the region through a process of principled unity and struggle within its movement and with other non proletarian anti-feudal/anti-imperialist revolutionary forces. It will provide a pole- a gravitational pull- for drawing these forces into a revolutionary process determined by the international proletariat and the world revolution, in the context of advancing  the universal struggle for Socialism and Communism.  

         The universal-historical struggle for Communism is bound to leap to a qualitatively new and higher stage. The imperialist system has entered into a new spiral of global crisis and the people’s revolution is on the high tide. The spring thunder of the people’s war in Nepal and the armed power of the people’s democratic state in liberated base areas function as the glowing spark to set ablaze a new wave of people’s wars throughout South Asia, under the conditions of even more extreme decay and crisis of the system than that of the stage of Naxalbari. Given the specificity of the South Asian region, establishing COMPOSA has implications for advancing the world revolution in a qualitative and critical sense and for reaching a new level of revolutionary struggle on a world scale. This is because the region constitutes an explosive storm center of the world revolution of international strategic value to the imperialists and regional neo-colonial states- and to the international proletariat. South Asia is ripe for a new wave of people’s wars whose flames may reach the far corners of the world since it is bound to drag the imperialists and the regional semi-feudal/ neo-colonial states into even more profound crisis, and intensify the global crisis of imperialism. The dynamic of this new wave is generated by the people’s state power of the proletarian democratic dictatorship exercised in Nepal under the leadership of the CPN-M, fuelled by the people’s wars being waged elsewhere in the region. The reality of proletarian state power exercised in any form brings out the necessity to expand and consolidate it by repeatedly encircling and destroying the enemy in a logic of spiral development by spreading the revolution beyond national boundaries through spreading the flames of people’s war. In the case of the Nepalese revolution, given the character of the political economy and of the counter-revolution in the region, it is imminently necessary to spread the revolution beyond its borders. More than that, it makes it possible. Not, of course in some linear, mechanical motion, but through set-backs turning into qualitative leaps and ruptures. Already there have been important advances made ideologically, politically, organisationally and militarily, within and between the various Maoist parties and organizations. COMPOSA is the concrete expression of this motion of spiral development of the South Asian revolutionary process.

        South Asia is teeming with simmering class, national, ethnic, religious and caste contradictions. The condition of the vast majority of the oppressed masses, including that of oppressed women is sub-human. All these contradictions are generated and determined by the imperialist-dominated, semi-feudal/ neo-colonial system enforced by the comprador- bureaucratic states in the individual countries. All these comprador-bureaucratic states are in a profound stage of decay. In Sri Lanka, the state has to be described as semi-feudal/ semi-colonial, majoritarian-hegemonic, militarist-chauvinist, comprador-bureaucratic, mafia-fascist. These are objective categories which reflect the stage of extreme decay, dysfunction and disintegration of the system. The abortion of the bourgeois democratic revolution by colonialism, and now neo-colonialism, has rotted the social organism of all the states of South Asia and has produced a configuration and concentration of intensifying class, national, ethnic and caste contradictions. These contradictions call for a fundamental, sweeping people’s democratic revolution to pave the way for the Socialist revolution as the path to advance towards world Communism.  

         These contradictions have given rise to sharp and sustained struggles led by diverse class forces targeting the state, including protracted armed struggles which have seriously challenged the legitimacy and authority of these states. However, only the proletariat has the scientific line, vision and program to fundamentally resolve all these contradictions and advance human society to the new era of Communism. Only the proletariat embodies the most advanced, most consistent, most complete, scientific revolutionary line and program for the emancipation of humankind from the era of property and class slavery. The proletarian revolutionary line and program must take account of the various forms and stages of the various anti-feudal/ anti-imperialist struggles and strive to develop the genuine revolutionary democratic aspects and elements within such struggles. The Maoist communist parties and organizations of South Asia, united as a regional vanguard contingent of the army of the international proletariat, must declare and demonstrate in theory and practice that it represents the most advanced class interests of the oppressed people of the region. It must evolve the transitional programs and the forms of unity and struggle that can enable the proletariat to systematically raise the level of struggle and strive to exercise leadership in all major manifestations of resistance, rebellion and revolution against the system. This can be done only  by proving to be the most advanced scientific, professional revolutionary vanguard and the most reliable and trusted guide of the oppressed in terms of line, leadership, program, strategy, discipline, fighting capacity, and organized mass revolutionary practice. For this, it is necessary to build the three magic weapons of the revolution through an integrated process of waging revolutionary class struggle through which process the Communist Party is principally built by leading the People’s Army and the United Front by organizing and mobilizing the worker- peasant alliance, in unity with the oppressed masses and nations as a whole, in waging protracted people’s war.   

Global Spiral of Imperialist Crisis and New Opportunities for Historic Revolutionary Breakthroughs.

  Globalisation represents a new wave of intensification of global imperialist domination, exploitation and plunder. It is presented by the lords, generals and priests of imperialism as the threshold to universal abundance and liberation of humankind. Their agents everywhere enforce this diktat upon the masses as the only path there is - and ever will be. This message is pounded by the baton of the judge, of the policeman and the hangman, of the decrepit priests and by thousand myths and deceptions. It is pounded by incessant bombing, by inhuman torture, through gang rapes and murder-ultimately through organised, centralized, concentrated, genocidal, fascist state terror. Globalisation sets the stage for a new spiral of imperialist occupation, aggression and war and to a new wave of people’s resistance. Take a look at Palestine, Afghanistan and IRAQ! Its main strategic effects would be to intensify all class and national contradictions into a knot of crisis on a global scale bringing about massive structural dislocations, bringing misery and horror to the masses on a hitherto unknown magnitude. This will throw up unprecedented revolutionary possibilities on a world scale.  

      The oppressed people of the world have been forced to endure this crisis in the midst of the most prodigious development of human creativity and productivity in history.  The conscious mastery over Nature, symbolized in the scientific and technological capacity to harness time and space and recreate the world, forms  the basis for abolishing poverty, want, ignorance and misery. It forms the historical basis for a leap from the era of property and scarcity to the era of universal abundance. This mastery constitutes the sum total of all the practical, theoretical, scientific and cultural achievements of humankind throughout history. It constitutes the collective historical achievement of the people of the world and forms the basis for their universal emancipation. This abundance forms the basis to do away with all inequalities and hierarchies, all forms of domination and control. This decisive conquest of Nature, Society and the Self forms the historical basis to rebuild the world on new foundations; to establish Communism- where the people of the world shall deliberate and decide how best to organize themselves so they could liberate each other and together conquer the world.  

People’s  Resistance

       Imperialism stands as the historical barrier to achieve this universal liberation. All the infinite wealth and abundance created goes to maintain and expand empires of profit and plunder and to crush the people’s resistance in genocidal rivers of blood. Now the oppressed people of the world insist that this reality of intensifying poverty, misery and war in the midst of infinite abundance be ended.  They have begun to smash their chains that bind humanity to this life-denying system. They demand to claim their collective achievement, to expropriate the expropriators, and build a new world where they would be independent and free.  The people have begun to resist these crimes and aggressions against nature and humanity. They have learnt, and will learn better to unite their forces to overthrow and uproot the structural foundations of imperialism and neo-colonial slavery. Already, across the globe, including in the imperialist citadels and throughout the colonial world  people have begun to resist these crimes and aggressions openly and defiantly. The heroic struggles of the people of Palestine, Iraq, Afghanistan –and throughout the world- against US-led imperialist occupation and genocidal aggression give expression to the rising wave of global resistance, rebellion and revolution. The imperialist system is to be threatened, challenged and overthrown by waves of revolution and people’s war across the globe. As Marx said “Capitalism brings forth its own grave-diggers in the form of the international proletariat”. Imperialism lurches from one spiral of crisis to the other. Lenin said that Imperialism is the eve of the Proletarian Revolution. More and more, the masses shed their illusions. The international proletariat learns how to lead, fight and WIN- and make giant leaps to claiming the new world. The peaks of the Paris Commune, the Great October Socialist Revolution and the Great Proletarian Cultural Revolution stand as luminous heights of proletarian revolution which have brought forth the invincible science of Marxism-Leninism-Maoism. The Revolutionary Internationalist Movement is growing stronger as the embryonic center of the new Communist International. The heroic people’s wars and revolutionary struggles in Nepal, Peru, Turkey, India, Philippines, Bangladesh and elsewhere provide living testimony to the invincible scientific truth and all-conquering power of Maoism. COMPOSA gives concrete expression to this logic and motion of a new spiral of advance of the world proletarian socialist revolution.
