Nepalese Revolution Advancing with Complex Experiments and Experiences

On 13 May, Communist Party of Nepal (Maoist) submitted one and half million signatures to the speaker of the interim legislature, demanding immediate abolition of Nepalese monarchy and declaration of the Democratic Republic of Nepal. The demands of the Party also include issues to restructure the national army from the existing People's Liberation Army and the Nepal Army (after its democratisation), to restructure of the Nepalese society, to carry out revolutionary land reform, to establish the national and autonomous republics as per the right of self-determination, to abolish all kind of operations against women and so called downtrodden casts.

This motion opened up a new debate in the Nepalese politics and it made the leaders of the parliamentarian parties upset. They have univocally stated that the motion CPN (Maoist) has put forward is "immature" and will have "grave" consequences. Prime minister Girija Koirala who is also the chief of Nepali Congress Party has already expressed dwindling opinion that the declaration of the Democratic Republic from the interim legislature is not possible. Similarly, some of the leaders of the Communist Party of Nepal (Unified Marxist-Leninist) have also opined as Girija.

Contrary to the old establishments – the parliamentarian parties and its leaders, of the Nepalese politics, the Nepalese people want to overthrow the Nepalese reactionary system that is semi-feudal semi-colonial in character. The nexus of the feudal monarchy with the comprador bureaucrat capitalism versus all oppressed masses of people represent this semi and semi mode of production relation. And the motion that the Maoist Party put forward hits on the head of this state character.

There are certain political reasons in causing disturbances by the motion, to the major parliamentarian parties. These parties have constantly been lying the Nepalese people about their role and struggle to abolish monarchism. The congress party has repeatedly been arguing that it is against the monarchy since 1950. It is true that in principal, the Congress Party was against monarchy in 1950. But in the course of political development in the country, it has capitulated to the monarchy from 60s. Similarly, the UML Party, formerly ML Party, was for republic in the 70s. alike the Congress party, in the course of political development in the country, it had also capitulated to monarchy with the beginning of the 80s. There are national and international reasons for their capitulation. The nexus of capitalism with feudalism in the international politics has caused the lackeys of imperialism surrender to monarchy in Nepal. In the national situation, the feudal monarchy had carried out a ruthless suppression against the movements for democracy, nationality and livelihood. On top of that, while the masses of people had been fighting for nationality, democracy and livelihood, and the Panchayeti repression mounted against these movements, these parties then struggling could not be spared of. The feudal Panchayeti regime adopted the policy of attacking in all directions. The state captured and killed some leaders, some others were imprisoned for long time. It had also penetrated the monarchist into these parties. In one hand the royalist captured the top apparatus of these parties and on the other hand, they kept on calling themselves anti-monarchy. Doing so was very important for them because they needed to create confusion among the Nepalese youth who, regardless of joining any of these Parties, grew up with antimonarchy and anti-imperialist political consciousness. Further, because of its class character, the comprador capitalist could not stand against feudalism.

In these political backgrounds of these major parliamentarian parties, and  on the background of 10 years of people’s war, as the Communist Party of Nepal (Maoist) put forward the motion to abolish monarchy, it has forcefully torn down the republican mask of these Parties. These are the reasons that this motion seriously perturbs these parties.

As per understanding of the parliamentarian parties, the Maoist had signed 12-point agreement for safe landing of a decade long people's war. Contrary to the parliamentarian analysis, the Maoist Party is applying new strategy and tactics of proletarian revolution in the 21st century. Then, why are the parliamentarian parties propagating the safe-landing theory? Is it really corresponding to the Maoist revolutionary theory and practice what they are propagating or they are designing something behind this propaganda? These are the most concerning questions that the Nepalese people are curiously looking for answers.

Having seen the historical background of the Nepalese politics, one can easily understand that these parliamentarian parties had surrendered to the king in 1990 movement, and accepted feudal autocracy in a form of constitutional monarchy. In spite of their surrender to the monarchy since long as 60s and 70s, the surrender of 1990 was historical blunder, where these parties betrayed against the public sentiment and entire goal of struggle. To cover up the feudal autocracy, these comprador bureaucrat capitalists practiced national capitulation and national betrayal.

Having fought against feudal autocracy and national betrayal of the comprador bureaucrat capitalists, CPN (Maoist) initiated people's war in 1996. The people's political power flush down all the feudal norms and values of old state in the countryside in these10 years. In a historical juncture of reaching to the state of strategic offensive to seize central political power, it has been necessary to unite the parliamentarian parties against monarchy. The 12-point agreement between the CPN (Maoist) and the seven party alliances, SPA, is the product of unprecedented social transformation through the great people's war.

While the12-points agreement was signed, the parliamentarians had agreed that the obstacle for peace, progress and prosperity of the Nepalese people in this country is monarchy. They had also agreed that they would fight for the abolition of monarchy and to establish the Democratic Republic of Nepal. The Communist Party of Nepal (Maoist) had compromised New Democratic Revolution for the immediate case, and the parliamentarian parties were supposed to abandon any kind of monarchy, either it is constitutional or ceremonial. Thus the meeting point was settled the Democratic Republic of Nepal.

Based on these understandings, the mass movement got momentum. In the April of 2006, an unprecedented struggle took place. For 19 days, the Nepalese masses took the street and resisted the repression of the Royal Army and the armed police. In the face of the strong resistance of the masses, the royal army began to get fragmented. Afraid of rebellion from within the royal army and Nepali police, the imperialists, expansionist and the feudal elements kept on hatching conspiracies. True to their feudal and comprador class character, the self proclaimed major parliamentarian parties – both the Nepali congress and the lackeys of imperialism and monarchy, and a feudal section within the UML were also involved in these conspiracies. The forceful public resistance forced the king either to leave country or surrender to the masses. American Ambassador to Nepal James F Moriarty once commented that he wouldn't be surprised if the king took off one night with helicopter stuffing his belongings. This situation was turned around overnight. As a part of the conspiracy to maintain the monarchy, the king reinstated the parliament. And the parliamentarian parties had once again committed a historical blunder by accepting the proposal of the king.

Here is the secret deal, held tripartite. April 26, 2006 was the day of historical blunder committed by the SPA. In the presence of the imperialist and the expansionist forces, the SPA leaders had reached to a compromise with the king, that they would accept the constitutional or ceremonial monarchy, that they would bring the Maoist forces to the reactionary parliamentarian cretinism, that they would destroy the Maoist PLA and the party structure ideologically, politically and organisationally, and that they would maintain status quo on the political situation so that political change wouldn't take place as the Maoist are putting agendas. If the Maoist does not come to that reactionary framework, they would be destroyed. This was the beginning of the conspiracy against the nation and the people. This was the line of national capitulation and this was the full-fledged servitude to the imperialism and feudal monarchy. Further, this was the first and serious breach of the 12-point agreement by the major parliamentarian parties within the SPA.

Along with the violation of 12-point agreement by the parliamentarian parties, the foundation of unity between the Maoist and the SPA was crumbled down. On the last week of April 2006, the Communist Party of Nepal (Maoist) called for nationwide general strikes. As the strike begun to take momentum across the country, as their part of conspiracy to cool down the struggle of the people, the parliamentarian parties again committed to go to the election of the constituent assembly and to overthrow the monarchy. In fact, the parliamentarian had believed that once the parliament was restored, the masses of people would follow them. Contrary to their expectation, the masses of people came down to the street protesting their capitulation to the king and demanding them to take a correct stand for republican set up. In this context, the parliamentarian leaders again came to the Maoist and pledged that they would go until the abolition of the monarchy and won't surrender to the king any more. This agreement put the foundation of the unity between the Maoist Party and the SPA for further struggle to abolish monarchy.

Even though, the struggle to abolish monarchy and establish Democratic Republic continued in several fronts on ground, the tripartite agreement between the SPA and the imperialist forces along with the king begun to get implemented, secretly or underground. Right after the 8 point agreement reached to at the residential office of the Prime Minister, the parliamentarian parties begun to conspire against Maoist and against the fate of the nation. The secret letter to the UN by the Prime minister Girija Koirala and KP Oli was one of the dirty game ever they played in the parliamentarian history. Violating the spirit of the 8 point agreement, the prime Minister and the Deputy Prime Minister wrote a secrete letter to the UN and asked to bring the PLA under DDR (disarm, demobilisation and rehabilitation). This was so ugly trick these leaders applied to deceive the Nepalese people and their Party CPN (Maoist) that even their imperialist masters hesitated to support it openly. In the face of Maoist political agenda of building new Nepal, once again their conspiracy was abrogated and again reached to a new agreement. According to the new agreement the national army was to be built up by restructuring the PLA and the democratised Royal Army. By then, the Royal Nepal Army was re-christened as Nepal Army.

These were the fundamental basis of the unity between the Maoist and the SPA: Having destroyed the centralised Bhraministic semi-feudal semi-colonial state, the country would be restructured to a federal state of the national and regional autonomous republics. The people will have fundamental rights on health, education and job. The national, regional, gender, religious cast and cultural discriminations will be abolished. Women will be granted equal right to the man in every section of social life. The land distribution would be brought under revolutionary land reform system. The agriculture system would be mechanised and the country would be industrialised.

These fundamental bases of economic and social transformation could only be materialised once the political transformation takes place. To facilitate such political transformation a process was adopted – the process of holding the election of the constituent assembly, which the CPN (Maoist) had been demanding since long ago for the political outlet. And, the date for the CA was fixed for the mid June.

But these processes are not going smoothly. The sword of tripartite agreement has been looming over the head of the parliamentarian leaders. To maintain the secret agreement with the king and the imperialist forces, it was necessary for the parliamentarian leaders either to avert or constantly postpone the CA election. And it was also necessary for them to violate the agreement. Hence, the major parliamentarian parties have again breached the agreement (CPA) by pushing the date of the election of the constituent assembly. This act has once again broken the basis of unity between the Maoist and the SPA.

Why are the major parliamentarian parties and the imperialists much keen to alter and push the date of the election of the Constituent Assembly once agreed? It is very important to note that the SPA had deliberately pushed ahead the date of CA election one week from the agreed in the Comprehensive Peace Agreement. CPA states that the election would be held by the mid June. But, in a meeting of the eight political parties including Maoist, the parliamentarian parties had deliberately pushed one week and the date was set for the last week of June. Meanwhile, the US imperialism was instructing the Prime Minister that the election should match the international standard. According to this standard, there should be 110 days for the election preparation before the date is announced. This argument was developed at the time while there were hardly 70 days left for election. After all, the Election Commission gave a written letter to the government stating that it cannot hold election on the given time frame. This was an easy game to fool people that the government and the Election Commission begun to blame to each other as responsible to cause delay for the election.

Still there is only one reason to play this filthy game. These leaders of the parliamentarian parties believe that if the election is averted while the Maoist is interim government, it will give a confusing message to the people. That is, there will be no difference between the king, the parliamentarian parties and the Maoist in the eyes of the masses if they are not able to hold election. It is because the former both had failed to hold election on time. And, if the public sentiment develops against the Maoists, it will be easy for them to suppress the Maoists politically and militarily.

These are the strategy and tactics the Congress and the Royalists have upheld to destroy Maoist, and to destroy the legacy of ten years of people's war. And, the feudal and the comprador capitalists are not alone in forging these strategies; the US imperialism and Indian expansionism had already left rear front and had come to the frontal. The imperialists and expansionists want to prevent the proletariat to rise into power, because, the rise to power by the Maoist is their historical defeat.

On the backdrop of the continuous breach of agreement by major parliamentary parties and the constant imperialist and expansionist conspiracies and intervention into the Nepalese politics against Federal Republican set up as well as political, economic, social and cultural transformation, the Nepalese people have no options left except to overthrow monarchy through interim legislature itself. And if the interim legislature hesitates to declare Democratic Republic, the Nepalese people will have no other options left than to develop another powerful struggle that will sweep away all the feudal elements as well as the comprador bureaucrat capitalists. The handing over of one and half million signatures to the speaker of the interim legislature is the sign of great tempest that will sweep away all confusion of the Nepalese society, and will establish a new political power.

G8 Summit: much ado for imperialist; about nothing for people

Jamboree of the G8 leaders ended in Germany on June 8, with performances of resounding hullabaloo and cacophony on climate change, poverty reduction, HIV aids, weapons of mass destruction, attacks and counter attacks between the imperialists and the so called rouge nation and maximizing profit from cross boarder investment. The sum of the debates and agreements makes it clear how these prosperous, better known to be plunders, nations planned their future agendas to suppress and plunder the poor nation and people. Despite their dreams to swing heaps with joy and ecstasy in the remote Hailigendaam sea resort, shouting slogans by thousands of demonstrators disturbed their banquet meals. Still they have something to say in the press conferences: a "break through" and "step forward" in reducing glasshouse gas emission, preventing curable diseases stopping HIV aids and reducing poverty.

Some 50 percent of the glasshouse gas emission will be reduced by 2050, no data are yet calculated how much will increase by then, some debts against poor countries will be abrogated and some more loans will be granted to fight HIV and other disease. These leaders have promised $60 billion to fight HIV and other diseases in the African continent. They have also promised amounts to eradicate poverty in Asian and African countries. The G8 leaders have also agreed to wipe out the debt of 18 African countries. These are the package put forward before the press.

The carrot and stick of the economic aid and scrap of debt in future looks like a giant gift to the pauperised African people. But the wealth accumulated in the hands of these monopoly capitalists is nothing but booty from them. The colossus accumulation of the imperialist capital is stood up not only on the flesh and bones of these African, Latin American and Asian people, but also from the natural wealth looted and stolen from them. The oil and gas, the gold and diamond, the colton and yellow cake, including the timber and human resources have been exploited from Africa. Against the backdrop of these global plunders, the donation and relief by the G8 is nothing but a fig leaf to hide their imperialist crimes.

In the last G8 meeting that held in Scotland in 2005, these gentlemen and women of the G8 had also promised $50 billion to fight poverty, HIV aids and other dieses in the African continent. But the African leaders, as per the BBC reports, have complained that the donors have not met their promises. There will be no differences in the future too, since their provisions are harder and infinite to meet for the government of the poor countries. As for the basic provisions for these assistances, the G8 countries have demanded from the African leaders as good governances and democratic reforms. The good governance and democratic reforms are another terminologies for their complete servitude to imperialism, to let the nation and people completely open for rape and plunder by these monopoly capitalists. The history has time and again proved that the outcome of such phenomenon will be nothing but Dafur or Liberia, Iraq or Afghanistan.

Even the amount that is promised to fight preventable disease is extremely less than they make military expenditure. For instance, the US alone expends around $600 billion in military set up, whereas rest of the world expends another $600 billion approximately. The promised amount to fight disease is simply 10 percent to the US military budget, whereas it is simply 1 percent to the global one. If these G8 leaders were really concern to the interest of the people, they would have first declared the abolition of all forms of imperialist plunder over underdeveloped and developing countries. They would have announced the withdrawal of all military bases they have set up in different countries, they would have announced the dissolution of the NATO and they would have announced no support to the corrupt and reactionary governments of the oppressed countries. Similarly, they would have announced the dissolution of the present form and nature of the World Bank, International Monetary Fund and would have declared them as mutual trust for the welfare of the world population. They would have also announced the abolition of all nuclear weapons and all forms of weapons of mass destruction stored in these countries. But these are the issues completely unexpected from the imperialist, the monopoly capitalists of the world.

Here are the real deals, made in the G8 summit. These leaders could never miss to reach to the understanding to make joint efforts around the world to secure freedom of investment and maximise the benefits from cross boarder investment. According to the Xinhua news agency, the G8 declaration has said, "we reaffirm that freedom of investment is a crucial pillar of economic growth, prosperity and employment". These so called joint efforts to secure freedom of investment and maximising the benefit from the cross boarder investment is nothing but another form of neo-colonial division of the world for imperialist plunders. This is how the economic gap widened between the oppressed and oppressor countries and rich and the poor people.

Thousands of the people, gathered from across the world, staged forceful protest everyday. Though the actual summit started from 6th of June, the demonstration and the clash with police began from the first of June itself. Around 16 thousand police were mobilised to foil the public protests. The protestors were determined to stop the G8 summit happen. Hundreds of police and protesters were injured in the clash. At least, 400 cops and 1000 protesters were injured on the last day clash. A dozen helicopters covered the sky of the Heiligendaam resort to provide security.

Another feature revealed in the G8 summit was the collusion and contention among the imperialist countries. Russia had jitters and dissatisfaction with the United States on the latter's proposal to set up missile shield in Poland and the Check Republic. Since Russian President Putin emerged with alternative proposal of establishing a joint missile defence system with the United States, it seems that the President Bush and his European state counterparts have been able to convince him that the proposed system was designed to guard against the missile attacks from Iran and North Korea. Having seen the aggressing nature of the US imperialism and its military deployment around the world, it is crystal clear that the proposed American defence system in Europe is against Russia and China than that of the hitherto militarily incapable countries like Iran and North Korea. Though the Russian proposal allows US to set up missile shield, the US imperialism and the European counterparts are not fully sure of how to handle it. "This will be a serious set of strategic discussions" President Bush said, "this is a serious issue and we want to make sure that we all understand each other's positions very clearly".
